Why Serial not included on personalized crate? If this hero is one of the Most Wanted?

I hope the developers put the Serial as a front line hero soon…

1. He is a war hero, you have to earn him, and bounty is too easy for a event as many people could get him with little effort and he’s still a war reward, so he shouldn’t appear in the paid weekly crate
2. Why? What reasons? No point of changing his posistion now

Once a new war hero is released to replace Serial, no doubt Serial will be added to the subscription crate.
