This is the first war since update. Im running an iphone XR, when i hit the scout button, there is no option to use gold or war coins to scout just nothing happens as many times as i press it. Is anyone else having this issue?

Working fine on the 11 Pro Max, maybe check you have enough war coins and try restart the game
