I see 4-CEP (rearline) n Shivs (frontline) somehow mixed among the midline heros. Planning to change their deploy position in the future? A mistake? Or intended that way? Anyone offer some light?

It is a midline BOOSTED crate. It still contains rear/front lines but has an increased chance
