With her new buff, is worth to lvl up her now? Or should I upgrade other heroes?
Yes, just bring someone with a rooting ability so her vampire grenade gets the full effect.

Yes, she deals super good damage now, as said use a rooter for max effects
With Halo, she’s a force to reckon with. 
Depends what game mode. PVP and AW she is still pretty bad. It’s easy to dodge her abilities and she goes down fast since she is squishy. In bounties and PVE she is pretty good.
